II. Report
Excerpt from a letter from the Office of the Chief of the Special Services Branch of the War Department and signed by FH Gaborn, Brigadier General, Chair of the Special Services Branch.
“The plan outlined for men discharged from the armed forces (is) of much interest in connection with the educational program being developed by the Special Services Branch.
“Within the past few days Mr Robert S Babcock of Black Mountain College has spent some time in talking with Mr Francis Kappel, Secretary of the Joint Army and Navy Committee on Welfare and Recreation, and with Mr Francis T Spaulding, Consultant to this Branch on educational problems, about the plan set forth in Dr Straus’s paper. It is my understanding that Mr Babcock has received from Mr Kappel and Mr Spaulding a number of specific comments on the plan, which he will discuss with you on his return to Black Mountain.
“May I express my appreciation of the constructive nature of your proposals.”

III. Discussion
It was decided at the beginning of last semester that students who showed lack of ability in the use of tool English should make some arrangements for remedying the deficiency. The test taken by the students revealed the following:
1 Several students need special work in grammar and composition:
Aurora Gassota
Homer Bobillin
Erik Haugarrd
Bill Hanchett
Pace Leon
Tanya Spruger
2 Several students need to pay serious attention to their deficiencies:
Hope Greer
Bob Harden
Nancy Wost
Helen Wright
Dick Wyke
