BLACK MOUNTAIN COLLEGE STUDENT GOVERNMENT
Constitution
1 Elections
The student body shall elect four officers: the moderator for a term of one year, three other officers for a term of one-half year.
The candidates for moderator shall be nominated in a student meeting called the first week in December. At this meeting any person shall be considered a nominee who has been nominated and in addition seconded by two other people.
The moderator shall be elected by secret ballot within one week of the above meeting by an absolute majority of the votes cast. If no candidate receiving the most votes shall be considered as the sole nominees for a second ballot. Each student is entitled to one and only one vote.
The student officers are elected the second week in December and the second week in May for a term of one-half academic year. The student officers shall be nominated by secret ballot. Each student may nominate one, two, or three different persons, but no more. The six persons receiving the greater number of votes are considered the nominees. Each student may then vote for three different people from the six nominees. The three candidates having the most votes from these six are thereby elected.
All vacancies among the student officers shall be filled within one week by the same method as is used for the nomination and election of the student moderator.
Any student officer may be recalled by ¾ vote of a quorum of the student body at any regular student meeting. A recall vote is in order only on the basis of a written petition to the moderator, signed by ten students.
II Duties of Student Officers
Student officers are chosen as intelligent members of the community. When asked to state the student opinion they shall do so, but on other occasions they shall speak as individuals.
As far as is possible and as far as it does not interfere with the best interests of the College, student officers shall keep the student body informed of the conduct of College affairs.
Student officers shall bring before the appropriate committee or meeting any requests, or proposals made by any member of the student body, if the latter so requests.
Student officers shall attend faculty meetings. The student moderator attends the meetings of the Board of Fellows.
III Student Meetings
At a student meeting at the beginning of the academic year, the constitution shall be read, the nature of the student government clarified, and suggestions from the previous year discussed.
Student meetings shall be called at least once a month by the moderator, who in addition must also call one at the written request of any five students.
A chairman other than the student moderator may be appointed by the student officers to provide over any meeting.
When a decision cannot be reached by unanimous consent, a vote shall be taken, if a quorum be present, which will be carried by three-fourths vote.
A quorum of the student body is three-fourths of the students.
The student body may decide each year any other rules they wish for the conduct of student meetings.
IV Agreements
An agreement is a general guide to conduct which all members of the student body are expected to observe what it is reasonably possible to do so.
An agreement must be approved by the vote of three-fourths of the legal quorum of the student body.
All agreements must be approved by the vote of three-fourths of the legal quorum of the student body.
V Reports
The constitution, minutes of student meetings, and other documents relating the student government will be kept in an accessible place and open to all members of the community.
VI Amendments
The constitution can be amended at any student meeting, falling unanimity, by 3.4 vote of a legal quorum.
